Request for Proposal: Child Care Program Consultant

APANO Communities United Fund (CUF) is seeking two child care program consultants to assist the Child Care Project Manager in disseminating the child care program training, translating curriculum and materials in-language, independently delivering in-language cohorts, and partnering with community members.

Project Specifications 

The APANO Child Care Program was designed to fulfill the need for safe and educational spaces for children in our communities. Over the last year, APANO has been working to support family child care and small center-based businesses, focusing on creating child care seats for AANHPI communities. This involves a cohort-based model for new and emerging business owners and a program to help established providers grow and scale their businesses. 

The cohort-based model aims to provide training for individuals interested in becoming a licensed child care provider in Oregon. 

Each participant will undergo 40 hours of training in the following areas:

  1. Introduction and Navigating the Popular Education Model
  2. The Essentials of Child Care and the History; Then and Now
  3. Steps to Create My Own Learning Center and Navigate the Professional Field
  4. Requirements to create a business in OR and resources
  5. Curriculum building, standard of learning, Support for the future
  6. Action Items, Next Steps for My Own Business, and Graduation/Celebration

Scope of Work

  • 40 hours to deliver curriculum per cohort
  • 60 hours of preparation and interpretation per cohort
  • 100 hours total per cohort per consultant; 200 hours total projected
  • The weekly schedule will be based on the availability of the participants, such as mornings, afternoons, evenings, or weekends

Timeline

  • End of September 2024: Train-the-trainers in curriculum
  • October - November 2024: The pilot cohort (English) program begins
    • 2 4-hour sessions per week (approximating 5 weeks)
    • Translations of material
    • Modifications of the program curriculum upon feedback from participants
    • Cohort 1: Child Care Project Manager, Consultant 1, Consultant 2
  • January - February 2025: In-language second and third cohorts begin 
    • 2 4-hour sessions/week (approximating 5 weeks)
    • Cohort 2: Consultant 1 (Chinese)
    • Cohort 3: Consultant 2 (Vietnamese)
    • These cohorts will be concurrent with one another
  • March - April 2025: Potential fourth cohort; dependent on need (compensation will be discussed upon the need of a fourth cohort)
    • 2 4-hour sessions/week (approximating 5 weeks)
    • Potential Cohort 4: Consultants 1 and 2

Budget

$23,000 per consultant

$115/hour, anticipating 100 hours per cohort; 200 hours total per consultant

Qualifications

Consultant 1

  • Bilingual in Chinese (Mandarin+Cantonese)
    • Demonstrated ability to translate and present material in language
    • Experience in group facilitation or education
  • Child care experience is a plus

Consultant 2

  • Bilingual in Vietnamese
    • Demonstrated ability to translate and present materials in language
    • Experience in group facilitation or education
  • Child care experience is a plus

Proposal Selection
Review of proposals will begin on Monday, September 23, 2024, and we will provide an update to applicants by Friday, September 27, 2024, at the latest. Training will begin on Monday, September 30 to Tuesday, October 1.
