APANO Communities United Fund (CUF) is a 501(c)(3) organization that works closely with its affiliate 501(c)(4) organization, APANO Action Fund (AF).

The Jade District, a program of APANO, has been primarily defined by its location in southeast Portland. The program focuses on improving the ten-block radius surrounding SE 82nd Avenue and SE Division Street. With its richly diverse and multicultural population, there is an increasing demand for culturally relevant child care services in the area. The district is home to numerous immigrant communities, with around 140 languages represented, highlighting the significant need for safe and enriching environments for children. Furthermore, the Jade District has been identified as a child care desert, emphasizing the limited access to quality child car facilities.

Summary of Project

A. General Information: The APANO Child Care Program was designed to fulfill the need for safe and educational spaces for children in the communities we serve. Over the last year, APANO has been working to support family child care and small center-based businesses, with a focus on creating child care seats for AANHPI communities. This includes a cohort-based model for new and emerging business owners, as well as a grow-and-scale program for established providers.

In the heart of the Jade District, there is a brand new commercial space at 2462 SE82nd Ave, Portland, OR 97216 that is currently unrented. We aim to activate this commercial space, which is central to our business district, and provide child care seats in our neighborhood.

If you are a nonprofit organization or a child care business interested in partnering with us to create culturally relevant child care seats, we invite you to apply.

B. Contracting Parties: APANO Communities United Fund (CUF) will create an agreement with your childcare business or nonprofit organization which will come with funding, business technical assistance, and training for culturally responsive services. You would enter a lease agreement with the building owners for the childcare facility as you run the facility.

C. Project Financing and Funding: The project will be financed through a grant fromSeeding Justice’s Child Care Capacity Building Fund, which will partially cover the capital improvements needed to bring the building up to regulation standards for a child care facility. We would also work with you in additional fundraising such as from BuildUpOregon. We anticipate our grant to be up to $200,000 to $250,000. Our grant can be used on physical improvements or cover initial rent. We expect roughly 80-100 childcare seats would be created for the neighborhood.

D. Population Served: Residents of the Jade District and surrounding area, one of the most diverse neighborhoods in Portland with a strong focus on serving immigrant and refugee communities

Proposal Process
The due date for receipt of a proposal by APANO CUF is July 31, 2024.

Please submit a PDF or Word document answering the following prompts questions. The first five questions total up to 100 points. Limited language support is available in Chinese and Vietnamese.

  1. Please share some background information and history of your organization and business, including the current number and location of child care seats and the duration of operation. (30 points)
  2. What is your vision and plan for this site? (10 points)
  3. Describe your experience serving BIPOC children and providing culturally relevant care. (25 points)
  4. Discuss the rates you charge and your strategy for keeping child care seats affordable for the neighborhood. (20 points)
  5. We prioritize partners who are civically engaged and active in their neighborhood. How would you become a part of the Jade District community? (15 points)
  6. Do you have a project team? If so, kindly provide details about the team members (e.g., architect, construction, etc.)
  7. What sort of support do you need from APANO in terms of business advising, marketing, and training?
  8. Please provide three references from clients, employees, and funders, if available.
