Request for Proposals: Theory of Change Consultant
APANO Communities United Fund (CUF) and APANO Action Fund (AF) are looking for a consultant to oversee and design our theory of change revision process. APANO’s Theory of Change identifies the individual, institutional and cultural steps or shifts we believe are necessary. It is our pathway, uniting our complex web of organizing and advocacy activities in a coherent way that best leverages our strengths and resources to make significant, concrete change. The revised theory of change should better reflect the growth in organizational capacities and scopes of our two affiliate organizations. Our last theory of change was drafted in 2017 and there have been significant internal and external transitions within the past six years.
Areas of Priority:
As we revise our theory of change, we’d like to prioritize:
- Taking a deep dive and reflection around the disaggregation of Asian (A) & Pacific Islander (P) in APANO’s original name, Asian Pacific American Network of Oregon.
- Highlighting organizational strengths.
- Identifying the ecosystem and clarifying our role.
- Identifying and updating our core strategies.
- Differentiating between APANO CUF and APANO AF.

Project Specifications
- Build and facilitate the refresh process in consultation with the Theory of Change Committee (5-6 people, staff and board members).
- Build understanding of organizational needs and create a theory-of-change-revision process with the Culture, Equity and Integration (CEI) team as needed.
- Schedule and facilitate design meetings with key organizational staff and board members to create multiple and diverse opportunities for stakeholder (staffs, boards and community) engagement such as survey, interview, listening sessions, etc.
- Conduct and facilitate stakeholder engagement activities (aiming to start these activities, particularly with staff during the month of February 2024).
- Produce an updated APANO CUF and APANO AF Theory of Change report by or before August 2024. This report should differentiate between the two organizations as well as show areas of synergy.
Budget: $10,000
Proposal Specifications

Complete proposals should include:
- Name, address, email, phone, website
- Organizational mission, vision and values and how they are reflected in your organization’s services and/or practices
- 1-2 references, with contact information, and your relationship to the reference
- Project scope of work
- Number of hours and timeline from start to completion (approx.)
- Budget/Rates or compensation that you typically charge
- Contact information and brief biography of key people involved in the project Please include any relevant prior experience, work history, education, and or accomplishments related to this project scope.
- Any additional resources required for support (ex: sub-contractors)
- Project management approach
- Demonstration of respect for Asian, Native Hawaiian, and Pacific Islander communities and support for APANO’s mission and values
- 1-3 different examples of previous work: theory of change, strategic plan and/or comparable writing samples
Proposal Selection
Review of proposals will begin on October 24, 2023 and we will provide an update to applicants by Friday, November 3, 2023 at the latest.
In addition to RFP submission requirements, our selection process includes the prioritization criteria below, a vendor that is:
- values aligned
- BIPOC-owned
- knowledgeable in 501c3 and 501c4 organizations
- based in Oregon
