How do I qualify for a free unit?
To qualify, applicants must live in the City of Portland and have an income that is 80% or less of the area median income (AMI). Read more about household eligibility. Use an online calculator to estimate your area median income.
At the moment, there is a waitlist to receive a unit. Eligible applicants will be prioritized based on the following risk factors: over 60 years of age, have medical conditions that increase risk of heat-related illness, and are living alone.
Can I get an AC unit from my medical provider?
People covered by CareOregon, Kaiser Permanente, Legacy, OHSU Health, and Providence may be eligible to receive a unit, regardless of what city you live in. Visit Health Share Oregon or call 503-416-8090 for more information.

What Is Cooling Portland?
Cooling Portland is a climate resilience program funded by the Portland Climate Energy Fund (PCEF). It started out in the summer 2021 as a response to record breaking heatwaves where nearly 100 Oregonians lost their lives, including those who live along the I-205 and outer East Portland. The Portland Clean Energy Community Benefits Fund (PCEF) staff was ready to respond, and gathered input from community partners and worked with the PCEF Grant Committee to develop and design a five-year program to connect vulnerable low-income Portlanders with efficient portable heat pump/cooling devices.
